We envision a spiritual and social transformation caused by the pursuits of Christian ministers who nurtures the masses and who works among the vast majority of people in the grassroots to eventually induce a spiritual re-birth and transformation of the nations in global scale. A united front of sodality and modality of Christian ministers will emerge to spearhead a campaign against moral decay, oppression, injustices, and the evils of poverty and social imbalances through a holistic proclamation of the Gospel. The time has come for Christians to rise up and execute the perfect will of God to the nations of the world for the Glory of God.

We are called to instigate social transformation and moral recovery by enlisting, equipping, and assisting pioneering pastors and grassroots church planters in their effort to reach out to the masses and to the needy sector of our society. Our mission is to uplift the spiritual, social, intellectual, moral, and economic standing of grassroots Christian ministers so that they too can effectively enrich the spiritual, social, intellectual, moral, and economic state of the vast majority of the masses to bring about an important social change in the Philippines and in the world.
TENETS OF FAITH
WE BELIEVE IN…
1. The Holy Bible is the Word of the living God. The Scripture alone, from Genesis to Revelation, is the final authority in determining all doctrinal truths. It is important for teaching, rebuking, correcting and training in righteousness so that the people of God may be well equipped in carrying out the Great Commandments and the Great Commission of the Lord Jesus Christ.

2. The Doctrine of the Trinity. That in one God there are three distinct persons; the Father, the Son, and the Holy Spirit. The three are all the same in essence and in substance, and are co-equal in power and glory yet different in functions and in being. That the revealed mystery of the Triune Godhead reflects the infiniteness of the Supreme Being and the unfathomable truths that defines His infinity. It can only be grasped in the eyes of faith.

3. Jesus Christ, the begotten Son of God is both fully God and fully Man. In His divinity, He is co-equal and co-eternal with God. In His humanity, although was born of Virgin Mary, is sinless and is perfect in every aspect of a man. In His death as the Son of Man, He satisfied the required judgment for all Sin and in His resurrection as the Son of God, He defeated that last enemy, which is death. Therefore, believers can openly declare, “We are dead to Sin but alive in Christ Jesus!”

4. Salvation is by grace through faith in Jesus Christ alone. It is a gift of God and cannot be earned; neither can it be achieved through meditational or practical perfection because all have sinned and fall short of the standards set by God. By Salvation we mean: that all our sins have been forgiven, and thus we gained the right to become Children of God by the virtue of our Faith in the Lord Jesus Christ. Salvation can also be applied to our liberation and freedom from the bondage of Sin along with all of its consequences such as eternal punishment, spiritual blindness, poverty, bondage, and the likes. It is anticipated that those who are saved will live a life that glorifies God.

5. The Calling of all believers. All believers are called by God to collaborate in the mission of the God. This is one of the main reasons why He has called us out of darkness into His marvelous light. It is our foremost duty to share the good news to everyone and to make disciples of all nations. As the “called-out ones” embodied in a community of the faithful in a local church setting, all believers ought to function according to the call and the purpose of God. Deliberate non-compliance with the call is tantamount to direct disobedience against the Holy God and a blatant portrayal of faithlessness and insensitivity unworthy of the calling that is set before us in Christ Jesus our Lord.

6. The empowerment of the Holy Spirit. That the believers who obeys the Great Commission shall be enabled and shall be empowered by the Holy Spirit to become powerful witnesses so that through them God’s purpose and mission shall be accomplished. The empowerment can be in the form of exceptional and God-given gifts and talents, signs and wonders, and special abilities in declaring His words with power and authority.

7. The Second coming of the Lord Jesus Christ will take place when all the tribes, nations, and ethno-linguistic groups have been given an opportunity to believe in the Lord Jesus and to accept Him as their personal Lord and Savior through the apostolic preaching of the Church. It is therefore a sacred duty of every believer to participate in Church Planting endeavor and missions, either by praying, by giving, or by going, especially among the unreached peoples of the world, to hasten up the Glorious appearing of the Most High. He will return when we completed His mission.

THE CODE OF CONDUCT
Adopted in a Church Planters Convergence on November 22, 2007 CDC, Tagaytay City Philippines
1. UNITY IS ESSENTIAL BECAUSE IT WILL CATEGORICALLY SYNCHRONZE OUR HEARTS, MINDS, AND SOUL TO HASTEN THE FULFILMENT OF THE PURPOSES OF GOD IN OUR FAMILY, SOCIETY AND OUR COUNTRY.
2. OUR PURPOSE AS CHURCH PLANTERS IN THIS END-TIME PERIOD IS TO PLANT A CHURCH ON EVERY COMMUNITY IN ORDER TO EXPEDITE THE 2ND COMING OF OUR LORD JESUS CHRIST AS DESCRIBED IN MATTHEW 24:14.
3. TO DO THAT, WE HAVE RESOLVED THAT OUR ATTITUDE TO OUR FELLOW WORKERS MUST BE GOVERNED BY COOPERATION AND ETHICAL TENACITY ANCHORED IN ALL HUMILITY, LOVE AND MUTUAL RESPECT, THUS DECLARING THAT GOD IS REIGNING AMONGST US BECAUSE HE IS AN ETHICAL GOD AND OUR ONLY RESPONSE SHOULD BE TO ADHERE TO HIS WAYS.
4. IN ORDER TO EFFECTIVELY DO THE WORK, CHURCH PLANTERS’ SPIRITUAL NEEDS LIKE TRAINING, COACHING AND MENTORING AND PHYSICAL NEEDS SUCH AS FOOD, CLOTHING, SHELTER, EDUCATION AND FINANCES MUST BE SECURED STEADILY.
5. AS CHURCH PLANTERS, WE NEED TO LOOK FOR WAYS ON HOW TO FUND OUR WORK SO THAT WE COULD LIVE ABUNDANTLY AND WITH DECENCY. WE MUST EXPLORE VIABLE AND LUCRATIVE BUSINESS VENTURES, INVESTMENTS AND THE LIKES, AND WE MUST UTILIZE MODERN TECHNOLOGIES SUCH AS THE INTERNET TO PROMOTE OUR WORK TO OUR FRIENDS AND RELATIVES HERE AND ABROAD TO SOLICIT FINANCIAL SUPPORT.
6. WE ALSO NEED TO CONDUCT DEMOGRAPHIC SURVEY AND RESEARCH TO OUR TARGET AREAS IN ORDER TO IDENTIFY ACTUAL NEEDS AND TO CONNECT WITH EXISTING LOCAL GOVERNMENTS UNITS (LGU) AND NON-GOVERNAMENTAL ORGANIZATIONS (NGO) WORKING IN THE AREA TO MAXIMIZE OUR EVANGELISM AND DISCIPLESHIP STRATEGY. THE USE OF MODERN EQUIPMENTS AND TECHNOLOGIES SUCH AS EMAIL AND MOBILE PHONE TEXTING AND METHODS SUCH PROJECT PHILIP AND 7X7 STRATEGY ALONG WITH EVANGELISTIC CRUSADES, FILM SHOWING, MEDICAL AND DENTAL MISSIONS, AND THE LIKES SHOULD BE UTILIZED AS A HOLISTIC PROCLAMATION OF THE GOSPEL OF OUR LORD JESUS CHRIST.
7. AS END-TIME CHURCH PLANTERS, WE NEED TO PRIORITIZE THOSE AREAS WHERE CHRIST IS NOT YET KNOWN, THE GOSPEL HAS NOT BEEN PREACHED AND CHURCHES WERE NOT YET ESTABLISHED AND AREAS WHERE CHURCHES ARE NOT ENOUGH TO DISCIPLE THE ENTIRE COMMUNITY, IN THE PHILIPPINES AND IN THE WORLD.
WE THEREFORE, THE DELEGATES OF THE “CHURCH PLANTERS CONVERGENCE” HELD ON NOVEMBER 20 TO 22, 2007, AT CHRISTIAN DEVELOPMENT CENTER, TAGAYTAY CITY, PHILIPPINES, AFFIXED OUR SIGNATURE BELOW AS A TESTIMONY OF OUR AGREEMENT TO THE STATEMENTS EXPRESSED HEREIN. CONGRESS BILLS THAT HAS BEEN APPROVED BY THE CPLI DELEGATION ON ITS 3RD NATIONAL CHURCH PLANTERS CONGRESS HELD ON OCTOBER 16-18, 2018 AT WORD FOR EVERYONE INTERNATIONAL MINISTRIES IN GENERAL SANTOS CITY, SOUTH COTABATO.
CONGRESS BILL NO. 01-2018 MINIMUM REQUIREMENTS FOR MEMBERSHIP TO THE LEAGUE
SECTION 1 THIS BILL SHALL BE KNOWN AS REQUIREMENTS FOR MEMBERSHIP TO THE LEAGUE
SECTION 2 Qualification for membership.
- Applicants must be a born again Christian for at least 2 years with good standing in his/her community.
- He/she must be 18 years old and above.
- He/she must have been or currently involve in some form of church planting activities of their local church or organization.
- He/she must be willing to be sent by the Lord through his/her local agency for full time or part time church planting.
- He/she must adhere to the CPLI’s statement of faith.
SECTION 3 Requirement for submission of application form to the office of the League.
- Applicants must submit a fully furnished application form to the regional or national offices.
- Applicants is required to submit endorsement letter from his/her superiors or from ministerial fellowships where he/she belongs.
- All applicants must submit a photocopy of two (2) government issued valid IDs.
SECTION 3 Member’s accountability.
- Members are expected to attend regular meetings set by CPLI’s local or national leadership.
- Members are also required to pay a 100 pesos monthly pledges that includes his/her ID card, one year accident insurance policy and other privileges of a member.
- Bonafide members are required to attend the National Congress set by CPLI’s national leadership every 3 years.
- He/she is also expected to participate in any church planting activities in local and/or international setting.
SECTION 4 Revocation of Membership.
- Regional and national leadership of the League has the right to revoke the membership of any member for reasons that violates Biblical, ethical and/or administrative offenses after a thorough investigation by proper authorities.
- Members has the right to hear the accusations personally and to make an appeal to the CPLI’s investigating panel to explain his/her side of the story.
- Investigations, proceedings and deliberations made by the investigating panel must be kept in private and shall not be exposed in public at any time.

CONGRESS BILL NO. 02-2018 RULES ON ORDINATION AS OFFICIAL MINISTERS OF THE LEAGUE.
SECTION 1 This Bill shall be known as “The process of ordination for official minister of the League.”
SECTION 2 Justification for the Bill no. 02-2018
- There are ministers who have been in the ministry for more than 5 years and yet they have no proper ordination from any ordaining body of Christian.
- We believe therefore that official ordination is necessary for these faithful workers for proper recognition and validation of his/her calling.
- We therefore deemed it necessary to ordain reliable and qualified Christian workers in accordance with their calling as ministers of the Word.
SECTION 3 Qualification for Ordination.
- He/she must be a member of CPLI for at least a year.
- He/she must be in the ministry for at least five (5) consecutive years.
- He/she must have a degree in Theological education from any Evangelical Theological schools or if he/she do not have any degree, he/she must submit a Photocopy of certificates of all his/her seminars or formal and/or informal training that he/she attended over the years.
- He/she must be an independent minister for at least two years. We do not want to compete with Christian groups and denominations.
- If he/she is a member of a denomination he/she must obtain or secure a written approval from his/her superior.
- He/she must adhere to the CPLI’s statement of faith.
SECTION 4 Documents to be submitted by applicants for ordination.
- Fully furnished application form duly signed by the applicant.
- Proof of theological training such as diplomas, certificates, honoris causa, and the likes.
- Written testimony on how he/she became born again.
- Written endorsement from his/her local church leaderships and from provincial or any ordained pastor of CPLI.
- List of membership in his/her local church.
- Statement of faith.
- Photocopies of 2 valid ID’s.
SECTION 5 Rules on ordination.
- Each region must form a 3-member ordaining committee.
- Ordaining committee will be responsible to asses and decide on applicants request for ordination.
- A one-time personal appearance before the ordaining committee is necessary as part of the process of ordination.
- Names and application forms of those who has been approved for ordination in the regional level must be forwarded to the National office of the League as recommendation for ordination.
- Certificates of ordination shall only be issued by the National office.
- Approved ministers for ordination has a choice whether he/she would like to do the Ordination Ceremony at his/her church or to any public places.
- Ordained ministers has the right to apply for government licensure to officiate marriage through CPLI’s documentation. A process by which will be explained further in a seminar dedicated for this purpose.
SECTION 6 Expectation from ordained minister.
- Regular attendance on every meetings set by regional and/or provincial leaderships of the league.
- Failure to attend for 3 consecutive meetings will put any ordained minister to de merit status and will be subject for revocation of ordination process.
- Must comply with the rules and/or policies approved by the body of CPLI.
SECTION 7 Revocation of ordination and license.
- Regional leadership of the League has the right to recommend the revocation of ordination or license of any ordained minister for reasons that violates Biblical, ethical and/or administrative offenses after a thorough investigation by proper authorities.
- Accused ministers has the right to hear the accusations personally and to make an appeal to the CPLI’s investigating panel to explain his/her side of the story.
- Investigations, proceedings and deliberations made by the investigating panel must be keep in private and shall not be exposed in public at any time.
- After a thorough investigation, investigating panel must submit to the regional chairman their recommendation of the case.
- Investigating panel’s recommendation must be forwarded to the national office.
- Revocation of ordination and licensure must be issued by the national office only.

CONGRESS BILL NO. 03-2018 Church Planters’ Care
SECTION 1 This bill shall be known as Church Planters Care Bill.
SECTION 2 The Purpose of this bill is to protect the interest and welfare of the church planters as they serve the Lord in the field and/or in the office.
- The League’s primary function is to see to it that all members are being taken cared of spiritually, morally and financially.
- With our unity and cooperation, church planters basic necessity such as food, shelter and security can be met.
- Although the local church is mainly responsible for the welfare of their own workers and minister, the League can serve as an advocate to encourage the leadership of local churches to support their own workers adequately.
- It is the prayer of everyone in the League that our shared responsibility in securing the welfare of each other shall be accomplished through our partnerships and cooperation.
Section 3 Issuance of insurance policy for all members.
- An accident insurance plan renewable for one year shall be included when a member pay his 100 pesos monthly pledges.
- However, because the need for security must include his/her family, the League will exert all effort to encourage the church planters’ local churches or organizations to provide payment for their Social Security System (SSS) and Philhealth.
- It is also preferable that each member-church planter’s health and life insurances shall be provided by the League whenever funds is available. Regional and National leaderships of the League will always pray for the fulfilment of this advocacy.
SECTION 4 Fund raising for benevolence fund in the regional level.
- National and regional offices must have a benevolent funds that will be available in times of need.
- These funds is strictly for helping members in times of needs such as illnesses, natural and man-made calamities, deaths and other emergency needs.
- A portion of monthly offerings shall be credited to benevolent funds as seed money.
- Regional leadership can also make an initiative to augment the benevolent funds. They can engage in businesses that is allowed by the government provided the business is not against Christian principles.
- If in case, a business has been accepted by the regional leadership of the League, the national office has the right to advise the regional leadership regarding the lucrativeness and the legality of any networking scheme.
- All business enterprising must be assessed first by the National leadership before it can be launched regionally.
- Any amount raised by the church planters that has been sent through CPLI’s initiative is entitled to receive 100% of the amount he/she raised.
SECTION 5 Partnering with other organizations for financial gain or service benefits.
- The National office of the league is oblige to search for other organizations who advocates for the welfare of church planters and Christian ministers in the grassroots level.
- The partnership must not include interference of internal affairs of both parties.
- If the partnership is solely for services only such as training and materials for ministries, health and death benefits, etc., regional leadership are free to decide on the matter provided it will not create disorder and chaos within the organization.
- No political parties or entities will be allowed to campaign for election in exchange for money. CPLI should remain a non-partisan religious organization.

CONGRESS BIL N0. 04-2018 FINANCIAL BLUEPRINT OF 2018

SECTION 1. This bill shall be known as The Financial Blueprint of 2018.
- This bill will clarify some issues regarding the manner by which the League will collect fees, donations and financial gifts from the body.
- Once approved at this 2018 congress, this bill shall be effective the following day of its approval,
SECTION 2 Monthly pledges of all members and sacrificial offerings.
- To sustain the needs on finances, the League will collect 100 pesos monthly pledges from all Bonafide members or the sum of 1,200 pesos yearly pledges.
- The 400 pesos of this amount will go to the national office to pay for member’s ID card and one year accident insurance policy.
- The remaining balance of 800 pesos will go to the provincial office where it came from.
- Sacrificial offering, A monthly sacrificial offering shall be collected from the local church members of those who have been ordained and have been issued a government Certification to solemnize marriage.
- Because it is an offering, no amount shall be fixed for sacrificial offering.
- Sacrificial offering shall be divided into 3 parts.
- 25% will go to the National office.
- 25% will go to the regional office where it came from.
- 50% will go to the provincial office where it came from. Portion of this funds must be allocated to the benevolent funds of the provincial office from where it came from.
- Suggested for financial disbursement
- 25 % - savings
- 25 % - Income generated
- 20 % - Benevolence
- 15% - Operational Expense
- 15% - Year end equal sharing
SECTION 3. The League will not in any way collect tithes of tithes from its members.
SECTON 4 The Finance committee.
- The National and Regional office must have its own 3-Member finance committee.
- All day-to-day transactions made by the League must be recorded in the finance committee’s (FC) log book.
- All future expenses, budget, allocated funds, and the likes must be forwarded to the FC.
- All official receipts, slip orders, etc., must be forwarded to the Nat’l FC for accounting purposes.
- All disbursement of funds must be released by the FC provided it has the accompanying request form duly signed by the requesting party and an approval duly signed by the highest ranking officer from the Nat’l or regional office or provincial leadership of CPLI.
- FC has the right to withheld releasing of funds if the request is seemingly anomalous or if the request have an inadequate supporting documents.

CONGRESS BILL NO. 05-2018 TRAINING AND DEPLOYMENT BILL
SECTION 1 This Bill shall be known as Training and Deployment bill of 2018.
SECTION 2 There are four types of Church planting deployment as far as Church Planters League is concerned.
- Same-culture- local deployment. Pertains to an ethnic Filipino church planter working among the same ethnic groups in the Philippines. Ex. Tagalog-speaking church planters working among the Tagalog speakers of Luzon.
- Same-culture-foreign deployment. A Filipino who ministers among Filipinos in foreign lands such as in Hong Kong, London or in California, USA.
- Cross-cultural-local deployment. An ethnic Filipino who started to plant a church among Filipinos with different ethnicity in the Philippines. For example. A Cebuano speaking church planter started to plant a church in an Ilocano speaking people in Ilocos Norte.
- Cross-cultural-foreign deployment. Church planting works among the Unreached Peoples of the world.
SECTION 3 Basic training needed by church planters before deployment.
- Church Planting courses and adopt existing modules.
- Basic first aid and jungle survival.
- Fundraising that includes reporting, newsletter making, basic photography, etc.
- Language acquisition skills for cross-cultural deployment, local or foreign.
- TESOL
- Community development
- Other basic practical skills that can be used in the field like TESDA NC2 and NC3
- Specialized training in reaching out Muslims, Hindus and Buddhists.
SECTION 4 Qualification for deployment into full time Church Planting work.
- Must be a CPLI member for at least two (2) years.
- Must be willing to undergo training with a mentor/supervisor.
- Must submit medical examination certificate if he/she is physically, spiritually, mentally and emotinally fit especially those who will be deployed into cross-cultural environment.
- Must have at least 2 years in Theological school or its equivalent of formal and non-formal education.
- Must have a clear vision/calling for church planting.
SECTION 5 Manner of deployment.
- Deployment through partnership with other organization/s who asked for manpower assistance from CPLI for their own church planting work.
- In this case, partner organization who asked for manpower assistance shall be responsible for adequate support and livelihood of the church planter.
- A tripartite agreement between the church planter, sending organization and CPLI must be secured first prior to deployment to specify the responsibilities and accountability of each party.
- Deployed workers through CPLI must furnished the League of their monthly report.
- Deployment through CPLI initiatives.
- If the deployment of workers for church planting is solely a CPLI initiative, then CPLI will be responsible to adequately support the church planters’ needs.
- CPLI will also assist the church planters in their fund raising support.
- Deputation of church planters can be done in various member churches of the League to secure short term and long term pledges.
- Adopt a missionary.
- Deployment by partnership with local agencies
- The requesting local agencies to provide counterpart on the proper support of the church planter to include government mandated benefits
- The CPLI will provide cash counterpart based on the agreed amount between parties
- Both parties will jointly conduct monitoring and evaluation activities on the work and the workers;
- The church planter should report to both parties updates of the work and plans for approval
SECTION 6 Deployment policy.
- Sending and receiving agency must be secured prior to the deployment.
- For foreign deployment, the church planter must secure a monthly receivables through pledges of support of at least 500 US Dollars or its equivalent before he/she can be deployed.
- For local deployment, Church planters must have at least 20 people who pledge to pray and support his/her work prior to deployment.
- All church planters sent through CPLI must undergo Church Planting courses developed by CPLI and other necessary training by partner agencies.
SECTION 7 Terms of deployment.
- From six (6) months to twelve (12) months of deployment to field work will be considered first term.
- The church planter in the field will be sent home for two months furlough:
- To contemplate whether he/she is really called by the Lord to plant a church in his/he current Target Area (TA)
- To report to his/her supporters and stakeholders.
- To strategize his/her approach in his/her current TA.
- Second term of deployment shall be two years without going back to homeland.
- Third term is from 3 years onward. At this point the deployed worker may decide to stay at his/her TA for good.
SECTION 8 Tent making.
- CPLI may also send out tent making missionaries and business people to do mission work in partnership with other mission organization.
